unable to get the domain controller share

Specs: Windows 7
I have an active directory forest with two parent and three child domain controller(Both windows 2003 ent. and 2008 ent.). I am facing a peculiar problem in my environment. That is on my child primary domain controller, i am unable to get the default share permission. If i restart the server i am able to get the share for say...hmmm around two to three hours(some time more than that). As a result few of my domain computers are not uptodate with all the latest policies and updates.
Can anyone help me to solve this issue. or the configuration which i need to check the resolve the issue with the minimum effort of time.

You might want to consider a forest redesign with current OSes and functional levels. Something could be wrong with your AD. Go for consistancy.

i have checked the domain functional level and already updated to 2003 level.
But the issue is still not resolved.Is it possible to submit a proper doc to solve it?
