how to configure and install terminal on server2008. and my clients computer must boot without a hdd. "please help me"

Kind of depends on a few things. Any computer needs an OS unless a terminal or smart terminal (which have an OS actually).

You can deploy an OS via pxe or gpxe or romboot to the client. The OS would have to only support minimal hardware at the client and support RDP to allow remote desktop if you wish to use that.
