This is not really a matter for GPOs but something that needs to be addressed at the router/firewall. Unfortunately, it can be quite difficult to block torrenting. The best way to control this activity is to have a well-defined company policy towards Internet usage. Make it clear that the use of P2P and torrents is forbidden and that breach of the policy is ultimately punishable by dismissal.

It is far easier to monitor misuse than to control it with technology.

The blocking is done in router truly as said by ijack but also possible through management software applications such as proxy application installed on server or others.

Blocking through router is simple but not robust as that of through management software applications. Because blocking through router would affect every user with exception but why there are other settings through management applications.
