GPO Processing dependent on PTR?

Specs: Windows 7
Long story short, we are having a problem with some machines not processing group policy properly. One of the network admins believes that it is because the ptr records for some of the machines are not correct. I can't find anything that says the ptr record, or A record for that matter, has to be correct on the client-side when processing group policy.

Is GPO processing dependent on the client having correct registration in DDNS? (The DDNS issue is something that we are working on.)

How can a gpo run on a client machine if the client machine can't be found?
If dns contains misinformation about a client, the client can't be located.
