File Server still has files open after users close file.

Specs: Windows 7
Running Server 08 R2
End Users have a lot of PDF and Excel files on server and when they go to move/rename/open same file again it gives an error.
"The action can't be completed because the folder or a file in it is open in another program."
But it is not on an end user. Just still shows its open on the server and I have to go in and close it manually.

It sounds like the system needs to be rebooted and looked at.

Its saying that after they close the document because the process itself is still open when it shouldn't be. This lag could be caused by a performance issue you might want to look for.

It was just rebooted just over 30 hours ago and still doing it. Any other suggestions?

I would have someone open something off the server, watch the processes and what watch happens when they close it. That might help narrow down what exactly is wrong (i.e. the executable closes but the service is still running the document).

I Usually Face the same issue many time with my excel Files on th network . What i do is I shutdown the system for couple of minutes and then ask other users to access the files . It works for Me. If it Still dose not work remove the network cable from the system where it says the file is open . Try i am sure it will work

What happens when you close the lock using the Share and Storage Management Console?
