Error while create BDC or PDC

Specs: Windows server 2008
Hi Dear friend
I have a Forest which called qmb.local.
I had made many child for this forest.
Nowadays when I want to make new child I encounter this problem :

"The operation failed because :

Active Directory Domain Services could not create the NTDS
Setting object for this Active Directory Domain Controller
=Configuration,DC=qmb,DC=local on the remote AD DC
ARDPDC.ardabil.qmb.local.Ensure the provided network
credentials have sufficient permissions.

"Logon Failure: The target account name is incorrect."

This problem has occurred while making BDC for Ardabil Domain.

1. There is no such thing as a PDC.

2. There is no such thing as a BDC.

3. Are you logged on as a Domain Administrator when trying to promote the server to a DC?

I have a user that is member of Domain Admin and Enterprise Admin and Schema Admin and ...

Is it enough or need more ?

I have created child for this forest previously by this user.

Really need to update your AD vocabulary and skills. Its been 13 years since NT and that terminology.
