dhcp 2008 server

Specs: Windows 7
I have my corp office and it has over 250 employees. I was told I need to deploy two dhcp servers with two scopes. What is the best practices on the matter as I think we have vlans also. I know I need to exclude the routers,dns servers and servers, printers but can someone give me a break down

Amount of employees isn't as relevent as the number of ip devices.

Question is why were you told you need two scopes?
To use two class c subnets?
To provide split scope for failover?

You think you have vlans, do you have a vlan router?
