Clustering failure

Specs: Windows 2008 R2, 4ghz/3gb
I have a Windows 2008 R2 failover cluster. I go
to the server and use the "simulate failure of
this resource" option. It always works for a
Domain Admin but not a local admin. The odd
thing is that sometimes it works for the local
admin but if I try to fail it over again it fails
again.

The Cluster service failed to bring clustered
service or application 'BIZTALK01DTC'
completely online or offline. One or more
resources may be in a failed state. This may
impact the availability of the clustered service
or application.

The Distributed Transaction Coordinator
(17c79589-68ee-480f-a381-9401edd76ff6)
service terminated unexpectedly. It has done
this 5 time(s).

Cluster resource 'BIZTALK01DTC' in clustered
service or application 'BIZTALK01DTC' failed.

The issue was the default settings for the cluster resource on the policies tab are set to a maximum of 1 restart in 15 minutes. Users in the Domain Admin group are able to ignore this but other users cannot. When another user tries to fail it more than the maximum times it will not simulate failure for domain admins.
