I need to find out how many licenses or on a Windows Server 2008 and I also need to add some licenses...

How do I do this?

the only licensing you can view/add on 2008 is the terminal server licensing, which is done by going to server manager>roles>add roles>terminal services. If I remember correctly, licensing for windows desktops is done when you purchase your server license. If you ever get audited, you need to show proof of your Cals, which is all on paper now.
