There is a known problem with 2003 server that if you have 2 nics (as you do) then some of the services will bind to one nic and some will not. Try scanning its ports with nmap or some other port scanner on both ip addresses from both the server and from a client to make sure that your server is serving the correct content on the correct ip address. Once you know what is being served on which ip address then you can go into each service and make corrections to fix it. Also this can happen if you tried to change the system ip address without going through the wizard.

By default the firewall is turned on I believe which will repel any attempts for a computer to join the domain. Try turning off the firewall and then try it.

I'm having the same problem and I turn off the firewall but still cannot join the domain. The funny is that I have one computer that is running XP Pro that joined successfully but the other two will not. I confirmed that they can ping the Windows 2003 Server. Any suggestions?
