I setup a small network using 3 XP pro clients and a server with Server 2003. Now my client would like to add a 4th pc that has XP home installed on it. Can I attach the XP home PC to the Server 2003 network?

Since win95 computers can log on to a server then I really can't say why a xp home can't. I know a xp home can't be managed. I have logged in to my server with an xp home computer because that is all I have. I made the computer and user before trying to connect and set it up as a trusted computer for admin. It did take some work to get it to log on. I could be wrong.

I'm afraid you are wrong. 95 and 98 machines don't and can't join a domain. They can use the resources, but they don't join a domain. Either can XP Home, it is not supported in the OS.
In order to join a domain, you need a computer account in the domain. Windows 9x does not create computer accounts, nor does XP Home.
You still may be able to access come resources in the domain though
