Workstation shutdown problem

I had a liitle problem with XP PC connected to Win2003 server standard edition. A user can log on successfully to a workstation, but when they tried to shutdown the PC, they only found an option to log off the Windows (no shutdown, no stand-by options) - but if an admin login on the same workstation, the shutdown options surely will come up.
I think this has to be connected to Win2003 server policy, but I cannot figure which one that caused this trouble.
If anyone know how to solve this problem, please help me.

one more thing, the workstation (XP) are SP2 installed, hope this is not the factorwhich caused the troubled :)
and what I mean user, are really plain domain user, without some addition like backup operator, print operator... no, it was just a simple plain domain user only

You say you think it may be policys . this to me would be the problem . have you tryed removing all policys from that user.
