Windows Update installation errors

For some reason I am having trouble installing Windows Updates on my Win 2003 SP1 server. I checked the System Log in the Event Viewer, and I have noticed a lot of "Event ID 20" errors for the Windows Update Agent, stating an installation failure of a specific KB update. There are about 20 of the same errors in a row with different updates KB numbers. What would cause this sort of issue? I have serach on Goodle; however, I can't seem to find any real solution. I have my "Automatic Updates" setup to update and install all updates automatically. I have also noticed recently that when i go to perform a shutdown of the server, it states "Install Updates and Shutdown"; however, the system will shutdown without installing the updates.
