Windows server 2003 rights problem

CPU/Ram: 3Ghz CPU, 1Gig Ram

I need to allow domain users the right to change their IP address. Is this possible, if so how do i do it?

What permissions do they have to the local accounts?

Well if they are local admins, then they should be able to, but I dont know of any other way of letting them do that. I know theres a group policy setting that lets you disable a user's access to the network connection's settings, that may have some relevance.
