hi i want a user set up in active directory similar to a power user on a workstation which user matches this?

Well I'd say your best bet is to create a Group in your AD similar to the Power User's group since there isn't a Power User group in AD. Just give the group you create similar Permissions.

One doesn't use an elevated logon for normal uses. One uses "run as" but normally logon with the lowest permissions.
