Windows Installer hangs up!

I just installed Windows Server 2003 (Small Business Server Standard Edition) a couple days ago. Then, problems came up when I tried to install programs. It hangs up in the "Preparing Installation" step in Windows Installer. And it does like that in any programs that I tried to install (that requires Windows Installer). I've tried many ways to solve this issue. -I've downloaded Windows Installer 3.0 from Microsoft support. that didn't work. -I've tried the "gpedit.msc" and modify the Windows Components->Windows Installer to be "enable all installation access". That didn't work either.
