Windows 2003 vs Small Business Serv

I have someone with a Small Business 2003 Server with 25 CALs installed. I need to install another Windows 2003 Server in one of their other offices to have a VPN link between their two offices.
The question is:
Can I use this second server (based in Cheshire) as a secondary domain controller connecting in to the SBS at their HQ in London? I know you can't have two SBS's on the same network.
If there are 5 users going to be using a single VPN tunnel, do I need to buy 5 CALs seperately for the Cheshire office?

Yes, you can do that. However, none of the FSMO roles can be transferred to the non SBS server.
If you had a site to site VPN tunnel, if there aren't many servers in the second site, I don't know if you need a second DC unless the link is unreliable.
