Windows 2003 Standard Server didn't

I have setup Domain Controller and AD with 10 users on it, when I created the first 6 account the users/workstations can login successfully to the domain, now come the weird part on the 7th account I created it did not ask the user/workstation to change his/her password even I chekced the box user must change his password, I did it in the first 6 and got no problem at all, is that a bug of win2003?
