Windows 2003 shutdown issues

OS: Windows 2003
CPU/Ram: 2.7Ghz, 7.75 GB

I am running a batch file to reboot the Windows OS weekly using the following command
*** shutdown /r /t 60 /c "Weekly Maintenance" /f /d p:4:1 ***
THe batch file runs and reboots the OS when I initiate it while logged in. If I schedule it, it does not reboot the OS. THe policy setting allows reboot without logging in. Any suggestions?

When you're scheduling the batch file, are you making it run under the administrator account?

It is scheduled to run with a id which is a member of the administrator group.
