windows 2003 server file sharing

I have a win 2003 server. no domain and AD setup. It has a workgroup. Now I setup file and folder sharing. I log in as administrator. But when I access those local files and folders, I was told "user has no access priviledge". The worse thing is even I stopped the sharing, they still don't allow my access.

Check the NTFS permissions on those files and folders. If you don't have sufficient NTFS permissions, you will not be able to access the files remotely or locally.
