WINDOWS 2003 licence problem (CAL)

Windows SBS 2003 server
Problems with the network - i.e exchange not running owa problemsetcetc
Tracked it down to only 5 cals appearing in licencing manager
Should be 55

We have never run the backup licences in the licening wizard (DOH!)
however I have a full image backup from about a week ago (I can browse the files on this - obviously a full restore is not an option)


How do I recover from this situation?/
