Windows 2003 File Permissions

I need to be able to move, rename, write, and read files and folders depending on those files and folder's permissions. I also need the administrators to be left out of the mess with full access, but I need the users to be restrained by the security measures.

I've tried messing around with the file and folder permissions in windows and I just ended up frustrated beyond all belief. I tried a program called "FileGhost" which worked really well, my only problem was that you could not set administrator vs. user security measures.

If anyone knows of a program to help, and can think of a good way to go about doing this, please respond! Thanks!

Pretty sure NTFS permissions allow what you want. See the special permissions.
Understand both share and ntfs permissions. Be careful with deny's.

Standard NTFS permissions, set the share permissions to full access for everyone and ignore them, just use the NTFS permissions on the security tab.

Assuming of course the drive you are trying to do this on is NTFS, if not convert it to NTFS . . .

I completely disagree with Response Number 2.

Set both NTFS and Share permissions appropriately. Users don't need Full Control unless they are going to be changing permissions on the files/folders/shares.

Thanks for the input everyone. I did use the NTFS permissions and they didn't get me anywhere. Maybe I'm just not doing it right? I did research what to do with NTFS permissions quite a bit. Can anyone give me some steps of what to do on the server? thank you so much!
