Window Server 2003 FTP Problem

I am currently running 2 computers behind a Linksys router. I am running one that is my server and one that is my workstation. The server has Windows Server 2003 and the workstation has Windows XP Professional. I enabled the FTP Service and Configured it in the ISS Manager. I have successfully connected with Internet Explorer using the ftp:// protocol but then I ran into a problem. I tried to connect thru CuteFTP and when it enters Passive Mode the connection is closed. I will list the things I have tried allready please shed some light.

1) Server is set to DMZ.
2) FTP (Port 20 and 21 are forwarded to Server)
3) Posted this question. (Yup, that is about it please help.)
