Win2k3 shutdown button in the login

In my version of the Windows 2003 Server (Standard and Enterprise) in the login windows appears a "Options>>" button... if I click there appears another button that says "Shutdown" but it's disabled... does anyone know how to enabled that button?
I need to know this because I created a "Restrictec User" and in the Shutdown Window inside the user the only option available is "Log off <user>"
