Not sure if this is your problem, but here goes...
On my windows XP boxes, I have the same problem. I insert a usb drive and it comes up as an unknown device. If I resinstall the drivers, it finds it and says its an unknown device. If I reinstall the driver again, it finds it.
The problem occured when I ghosted (imaged) the computer with Ghost Enterprise 1.0. I believe I did not run sysprep. If I am correct, the ghost of these images without the sysprep mini setup, breaks the plug and play ability of windows. How do you fix this? not sure. I am going to try and reghost and see if that fixes it. So... maybe your plug and play detection is broken.
Hope this helps in some way.
