Win2003 Active Directory Problem

This DC was upgraded from a Win2000 DC. It is the only DC in the domain, which is a child domain of another domain. When I log into the server as an admin, I can't open Active Directory Users & Computers. I get the error: "Naming information cannot be located for the following reason: The server is not operational."
I can't open anything relating to the domain. Any ideas? Thanks!
