Win server 2003 not shutting down

i installed win server 2003 on home pc if i shutdown the m/c then it restart it has a shutdown event tracker enabled by default in 2003 which ask why do u need to shut down the m/c how can shut down the machine? i used shutdown from command line but again it restart. can anyone solve this problem?

It might be that your computer isn't properly halting. 2003 might be thinking it is crashing and trying to restart from setting in bios or window's startup and recovery options.
