Make sure the DVD drive is in the boot order in the BIOS.

If you got a bootdisk with a cdrom driver installed and you're able to switch to the dvd drive in dos, simply type in setup.

If you get an error e.g. setup cannot run in dos mode, go to the i386 directory and type in winnt. This should start the installation.

Sounds like the DVD might not be a bootable disk. Run the disk in another PC (setting the BIOS accordingly) and see what happens.
