win 2003 server DHCP ip address

Have a domain server running win 2003 server software. 2 network points one is 192.168.0.2 the other is 03. The 03 one is the main one for dns and dhcp on the internal lan. The 02 connection is used for VPN connections coming from the router. It has worked fine but just recently the DHCP server IP address keeps changing to the 02 address and then I have various network problems on the computers on the LAN. It appears that it stops DHCPing. If I disconnect the 02 connection and set the DHCP server to 03 it works fine. However I want the VPN to function correctly along with the LAN can anyone explain why this happens and how to get it to work probably

How do you know this?
