Win 2003 DNS/Routing Issues-Stumped

I have a strange issue that I have as of yet been unable to resolve.

I am running Windows Server 2003 Enterprise Edition with two NICs, Public (ISP Connection), and Private (LAN Connection). The only services running on the machine are DHCP and Routing.
The Public NIC obtains its IP Dynamically from the ISP, and is correctly being assined all neccessary DHCP Info.
The Private NIC has been assigned a static IP of 192.168.0.1, and is dishing out IP addresses to Client machines on the LAN (Workgoup LAN, by the by).

The Problem: I can only ping past my default ISP gateway if the following conditions are true -
1) The Private NIC is disabled, or
2)The private NIC has an Autoconfiguration address (169.x.x.x)

If the Private NIC is enabled with a valid LAN IP address, then I can ping my ISP Default Gateway, but no further. If it is disabled, I can reach any public address.

I, of course, need to have both NICs enabled and assigned valid IPs, while still being able to direct traffic past my ISP's default gateway.

I am past the limits of my knowledge, any suggestions?
