W2k3 Create Local Group?

Hoping a guru can help. Here's the scenario: I have a member server (not part of a domain) W2k3 server hosting an application. There is an application admin that requires administrator level access to do tasks within the application. I tried to put said user in the power user group and he was unable to load some xml files, etc so I had to return him to the administrator group to administrate the application. I really don't want this user to have full blown administrator rights to the OS but he of course needs rights to do what he needs. I don't want to give user group full rights to the application directory as an alternative? Do I have any options? THANKS IN ADVANCE!!!

Just for clarification; you have a user logging into a Server to run this software? Can't the software be installed on his client computer? What software is it?
You can give Modify or Special permissions without giving Full Control to the program folder (whatever it is.)
