Vpn clients not getting ip adress

Hi there wonder if any 1 can help me out. We are running a VPN at our institution and it was working fine up until last week. The clients are able to connect to the network but they dont recieve a valid ip adress. They get a 169.x.x.x. adress. This is the reason why they can recieve email etc. Where in routing and remote access could i possibly solve this problem. Thanks Shaun
