User cannot log onto terminal serve

This is driving me mad:
I have installed terminal services on a test server. I cannot get a standard user to connect to the server.
The user gets the common error "The local policy of this system does not permit you to logon interactively" this is a DC
I have created a user call "test"; I have added this user to the "Remote Desktop users" group. I have also added the group to the "Allow Log on locally" local policy. I have even added the user “test” directly to the "Allow Log on locally" local policy.
I have also checked that the group “Remote Desktop users" has permissions to log on under the Terminal services configurations RDP=TCP connection.
The user "Test" can log on at the domain controller!! But fails thought remote desktop.

I have found that if I manually add the user to the permisons tab under the Terminal services configurations RDP=TCP connection. The connction can be made :-s
Why can the test user log on when they are explitly listed, but when a group is listed that they are a member of they can not! Both were set with the same permissions
