user account problem

I created a user with admin rights and i put him a member of the administrators group and user account is in the users OU under users and computers. When that user logs onto the domain from a client pc not the server and he needs to change the time on the clock, load a driver for a piece of hardware it saying he doesnt have the privilages for it when he should since he is a member of the admin group. what is happening?

For users to be able to make changes on local PC's, the domain\users group, or the user's specific user account, need to be added to the Adminstrators group on the local PC.
