URGENT :-> NAT problem on Win 2003

OS: Win server 2003 stan.
CPU/Ram: P4 / 512

Hi, I have configured NAT for a wireless lan that uses a demand dial interface to connect to the Internet. When users try to access the internet, it dial through a modem and it works. BUT when ever NO one browse the internet, it starts to dial itself, it EVEN happens when I disable the LAN and it is just the Win server 2003 but it repeatedly dials the modem. Does any one have idea how I can find the program which tries to connect to the Internet?

use the event viewer to find which application is using that device
