upgrading to 2003

When I go to upgrade my sever I get this message.
Windows Setup does not support upgrading from Microsoft Windows NT Server to Microsoft Windows Server 2003, Standard Edition.
Even though in the manual it says that you can upgrade from nt server to server 2003.
It is possible that sp6a did not install properly and I am investigating that. does anybody have an idea as to what my problem, is. Or is it that Microsoft just lies in there maualls.
