Unable to open port

CPU/Ram: Celeron 2.4/512MB

Hi All!

Please help me with such problem. Every program which tries to open port for listening are unable to do it. Even Apache. I have admin permissions
Of course there are lots of the open ports in system but all of them are belonged to system processes.
What is it? may be some network polisy???

Help please

Only a wild guess. Might check turn off firewall. ??? dunno
