Unable to get old settings back

I got a virus and had to reinstall Windows. I chose new install. My old programs and settings are not gone but I can't figure out how to boot to the old desktop. I can access my old files from c/documents and settings so I know its all there. Any help would be most appreciated.

Some system info; the pc is an HP 8765c, 512mb RAM, AMD 903mhz, Server 2003 is the only OS on the system. Can someone please help me...I cant get my invoices to come up, Excel tells me that I am not authorized to use program and to re-install. I see all the folders in my programs folder, so I know they are there. I am logging on as admin. If you need any more info, plz ask and I will post.
