Unable to Access Disk

My OS drive died, I installed a new HD with windows 2003, when I reconnected the SATA drive it was unaccessable and listed as foreign. I used disk management to import the foreign drive. It now displays, but I'm unable to access it. When I look at it in disk management it says it's a simple volume an is green or brown in color - Not the usual blue. Is there a step I'm missing? Do I have to mount it or something? Thanks

Yes I've assigned it a drive letter, when I try to change the permissions/take ownership I get an access denied message. Let me know if you have any ideas, thanks for the help...
If it means any thing, The data is there. If I right click the volume, choose tools, backup I'm able to browse the file structure as well I can see individual files.

You have to be logged in as admin and then at the root of the drive take ownership with the check box for all subfolders checked.
