TS Licensing Server Issue

My company has the following items:- 1. one unit of TS Server (Windows 2K) and one unit of TS Server (Windows 2003) 2. 25 copies of TS CAL per client and 50 copies of TS CAL per user (both are for Windows 2003) 3. Domain Controller (Windows 2K) is the TS Licensing Server for both of the TS Server.
We are now facing illegal TS license issue as the Domain Controller now is actually cannot manage the TS Server (Windows 2003).
We are planning to purchase a new server (Windows 2003) to replace the DC as a TS Licensing Server to manage the two TS servers. One problem again we are facing... which is the TS CAL per user will not be able to be managed by the TS Licensing Server currently.
Any IT expert here can offer me a solution to solve my issue? Thanks a lot.....
