Trouble adding new email for a user

Exchange 2003 SP2 sever, DHCP, DNS, Domain Server, & Web Server When I create a new user & add a mailbox it will not fill the "exchange settings" for that user. I think there are 4 Exchange tabs that should have Permissions E-mail addresses and other various settings. I do not believe that those settings are being pulled off the Exchange database, I am still trying to read up on it though. -in mailbox permissions all it has is self, -under email addresses it has nothing,
