Terminal Service

I am having intermittent problems logging in via Terminal Service. This is definitely a local problem and has nothing to do with network cause if I try to create another session from the console I have the same problem. After typing in username and password it says logging in, than saving settings and logging off immediately. I am using the admin ID and also tried creating another admin ID and have the same thing happen. If I reset the RDP-TCP Listener connection than usually it works the second or third time after that.

Wondering if you have started the Microsoft Terminal service on the local machine. Also if this is set for manual?

The terminal server service is started and set to automatic. It seems that winlogon.exe won't start. I can start it via the console and than seems to connect fine. Any ideas on why winlogon won't start?
