I want to use Terminal Server on SBS 2003. Do I need additional licenses for this? I heard something about TS CAL's needed for each user/client connecting.

SBS 2003 does have terminal service available but only for remote admin. It is not recommended application mode. You need to install a 2nd server for TS.
