I would say no but it depends on version. See http://www.microsoft.com/windowsserver2003/evaluation/sysreqs/default.mspx

You can set how RAM is allocated in two places on a 2003 server.
The firt setting is for Applicions/system cache:
Control Panel/System/Advanced/Performance settings/advanced
The second is for thoughput: Right click the network card icon/properties/select file and printer sharing for microsoft networks and seclect properties/under server optimisation.
Not sure if this helps or not!

How much memory is left for applications all of the 4GB?
ps: from MS
Effect of Kernel Address Space Limitations The 32-bit Windows platform is named after its 32-bit address space, meaning that up to 232 bytes (4 GB) can be addressed at any one time, regardless of physical RAM. By default, 2 GB of this address space is allocated to user-mode processes, and 2 GB is allocated to the kernel. Although separate 2 GB regions of address space are used for user-mode processes in the system, most of the 2 GB kernel area is global and remains the same regardless of the user-mode process currently active.

Summary: How much memory you need largely depends on the load of the system, so it's hard to say if you could benefit from more RAM. I would run perfmon and see how many page faults there are, pages/sec, etc. ...
