Windows Server 2003 - I cannot switch out of "Remote Desktop for Administration" mode. . Even though i have a 5-user CAL installed, i am limited to 2-users by Admin Mode.
I go to Terminal Services Configuration->Server Settings->Licensing Mode" and the only option in the drop-down is "Remote Desktop for Administration".
If I go to Group Policy Editor->Computer Config->Admin Templates->Terminal Services->Licensing" and disable "Allow users to connect remotely via Terminal Services", then i'm down to 1 connection.
In the Terminal Services Licensing application, I have a 5-pack "TS Per User CAL" installed. The columns read as follows:
Type: Open
Total: 5
Available: 5
Issued: 0(NOTE: it also shows "Existing Windows 2000 Server" - Type: Open - Total: Unlimited - Available Unlimited - Issued 0. I don't know if this needs to be uninstalled or is causing interference.)
How do I get it to recognize the 5-user Cal?

You need to go to add/remove programs and "install" the Terminal Server. Remote admin mode is enabled by default with windows 2003 out of the box. But Terminal servers in application mode naturally is not.Although they are essentially the same there 2 diffrent licensing modes.Note you will also need to install the Terminal services licensing option from add/remove programs.
