I have just installed windows 2003 server twice (one upgrade, one clean) on this box, and both time, submenus (not including the start menu) use 100% cpu time to load. the computer stops momentarily every time i right click and mouse over the top of 'new' while it is waiting to load. Also happens when using the Menus in programs. It is in any program. I really like this OS, but this bug almost makes it unusable!
Any ideas?

i just checked it out in task manager, it seems that csrss.exe is the culprit. something to do with graphics display. will install new drivers and see what happens *crosses fingers*

i fixed it :)
its a bit roundabout, but i changed the priority of csrss.exe to low using the tricky command line utility at http://www.beyondlogic.org/consulting/processutil/processutil.htm
then i immediately set it back to normal priority, and it all worked fine :)
i have to do it every time windows loads, so i created a batch file to run on start up. easy stuff.

I was recently looking help for this and i just found it!
I did the same with process program and i changed level to LOW and it works good. Now I let this process will always be on low. :)Thanks..

PLEASE, I'm a bit lost, could you give me a "dummy" step by step of how to fix this problem? i opened taskmanager and tried to set priority to low of csrss.exe but it wouldn't allow me, i dloaded the v.2.03 of the command line tool from the site but it opens and closes before i can do anything. I'd like to create the batch file like to TD, please if you could give me a step by step. thanks

There is a bug in Windows Server 2003 that will cause short bursts of unresponsiveness when loading a sub menu such as SendTo. The cause of this problem is when the MenuShowDelay is set to "0" (which allows sub menus to instantly appear). This tweak is applied by either TweakUI, X-Setup, or by editing the Registry.
To fix this you can download and execute a registry file to change the delay to "8". Don't worry, 8 is a very minor step up and the menus will still load up instantly. You may need to reboot for the changes to take effect.

thanks for the tip but theres still a problem. Even after changing the ShowMenuDelay value to 8 upon restart the value is back to 0. and it takes forever to show a menu. why is this?
