Is it possible to stream on-demand video from one publishing point, and distribute a live stream (received from a remote encoder) from a second (broadcast) publishing point from the same single server simultaneuosly? I have been told that the set up of the server software involves a decision as to whether it will be used for live streaming or on-demand...is this true?

Yes and no... there are alot of after market products out there that will allow you to do both.. at the same time.. but you are talking about a huge bandwith hog... a huge one.. Streaming Video is much easier to configure and does not require as much bandwith. You may want to weight your options... there...is this for an internal corporate thing or something you want to distribute over the internet?

The live stream would be encoded at max 148kbps , max 10 concurrent internet viewers, video on-demand is low-level internet usage 320kbps 5 min streams -
I have server succesfully distributing on-demand video, but cannot get it to connect to live encoding computer - I get an error message saying that 'no enabled data plug-in enabled'when trying to start publishing point, although I have complied with instuctions in Windows Media Services (enabled http, enabled read/write/create permissions in ACL auth, assigned new port to avoid conflict with IIS...)...any ideas!?
