This might not be my issue, but it is frustrating me nontheless. I host my own site on win2003 server. The server is connected to the Internet via a router and then through a DSL modem. Most people are able to see the ste and it works great. However, some of my friends are unable to connect to the site. It simply times out and comes up with a page cannot be displayed message. I have two known cases of this. Any ideas? I've been over to one persons house and messed around with their Internet settings and firewall settings. Nothing seems to work. And all the settings were pretty standard. They are able to pull up all other sites without a problem.

Do you have a FQDN for your website?
If not, are your friends who can't see the web site using a different ISP?
If they are, your IP address is only mapped to a name on your ISPs DNS server and not theirs.
Are they using an IP address to reach your web site?
Try using the ip address to reach your site if possible. If this works, then you can set up a local hosts file on their system to translate your www.????.com to an IP adress.
Need more info about how they access your web site.
What's the error message they receive when trying to access your web page.

What is an FQDN?
He is using a different ISP. But others can see the site who have a different ISP. When I am at school,for example, I can see the site. I can also see the site from my parent's house. So I don't think that is the issue.We just tried using the ip address and that didn't work either. Same thing.
Here is what happens. In the bottom left corner of the theie browser, it says connecting to the site and then he gets a message saying that the page cannot be displayed and that the site may be experiencing technical difficulties or it could be hisbrowser settings. His browser settings are pretty much at the default settings, so I don't think that is it. I've taken my laptop over to his house and connected to his network and I have the same problem. The only thing I can think of is that it is some setting on his router, I've tried turning his firewall off and I still get the same problem. So that's not it.
Any other ideas? Could it be a security issue with win 2003 server? Could it be a certificate issue? I don't think I have one.

It's more likely a problem with the ISP. You could try tracing the route and seeing where it stops.
example: "c:\tracert ???.???.???.???"
Does he share an ISP with someone else who can't get to your site?
I know our ISP blocks out certain ranges of addresses including other ISPs if they are known to send lots of spam.
A way to test this may be by pinging his router's outbound IP address from your machine.
Or you could call his ISP and ask specifically if they block the range of addresses that your ISP uses.
Sounds like a strange problem to me. Maybe someone with more experience can step in.
FQDN (fully qualified domain name) but I screwed up, I meant a Registered domain name.

A router setting that might only be a small part is the universal plug and play setting. Both must be either on or at least one being on. ?

Got same problem, i installed apache with a ftp server and from my lan i could see the web page and enter the ftp server but from outside i could not. I have use every program to my knowledge but cant figure this out, i dont know what services i need to leave activated for people to see me on the internet or is it a ISP problem, please i need help been working on this since november every single day. HELP!!!
