We have a Windows 2003 domain with about 90% W2K3 servers and 10% W2K servers. We will be migrating to 2K8 later. Is there any way I can set up a local policy,GPO or any other method to prevent people or at least warn them before installing programs on the c:? If so, I would also need a method that allows them to specifically override it, preferrably with an even log being made of the user who overrode it.

This article from MS talks about blocking software installs using Group Policy, which may be better suited for what you are trying to do: http://technet.microsoft.com/en-us/...
Or you can just block access to the C drive: http://support.microsoft.com/kb/231289 and http://technet.microsoft.com/en-us/...
As far as I know, there is no way for the end user to override these policies once in effect.
