Static IP prevents RDP

I have a SBS2K3 server running as well as 2 other terminal servers. Both file servers one running accounting software. I cannot RDP or terminal server into one of these systems using a static IP on that server. If use a dynamic IP I can connect using terminal server and RDP. Does anyone know why I would be able to connect with a dynamic IP and not a static IP? Thanks in advance.
